Tracy was born and raised in Seattle, Washington. There she attended the University of Washington and received a Bachelor of Arts in English Language & Literature and American Ethnic Studies (an emphasis in Asian American studies) with a minor in Diversity. Throughout both her academic and professional career, Tracy uses her personal experiences as a first generation Asian American woman and daughter to political refugees to guide her work in public service to elevate Asian American voices while advocating for human rights for the disenfranchised. Prior to relocating to Chicago, Tracy worked as a Court Clerk at the Seattle Municipal Court and was an active member in her community with her volunteerism in nonprofit fundraising. 

In Summer 2023, Tracy obtained her MA in Public Policy & Administration from Northwestern University (NU). More recently, she completed her term as Program Assistant at the Office of Community Education Partnerships at NU in tandem with her graduate internship at the Chicago Children Advocacy Center. Through her love for nonprofit fundraising, community engagement, and policy advocacy, she joined NAPAWF as a Development Associate.
